Oonagh Kelly is Chief People Officer at the National Treasury Management Agency (NTMA). A member of the Executive Team, Oonagh brings a people‑first lens to digital transformation—championing culture, capability building and responsible AI adoption across the organisation, and she is Executive Co‑Sponsor of the NTMA’s AI strategy and programme. Her HR career spans financial services and education technology in Ireland and internationally, marked by award‑winning initiatives in talent development, inclusion and leadership.

A Chartered Fellow of CIPD and a council member of the 30% Club, she has been recognised among Ireland’s most influential CHROs (2024). Oonagh serves as Board member and Chair of the HR Committee at Plan International Ireland and previously sat on the boards of Familibase and the national committee of CIPD Ireland. She holds an MA in European Studies (UCC) and a BA in HRM (NCI), complemented by Executive and Leadership Coaching and ESG accreditations.
